In her hand she held a form in Arabic and a Hebrew copy, and tendered both of them to Eli. To: Mr. Eli Cohen. From: The Populating Committee of the State of Palestine, Tel-Aviv District In accordance with the power vested in the committee by the Palestinian court, in order to inspect and recommend the re-settlement of residents in the city and in order to better utilize the city's limited resources, on May 13 we came to your home at 17 Hageffen St. for inspection purposes. Hereinbelow are our findings: Pursuant to the inspection of your apartment by the committee, we hereby determine that you possess an apartment at 17 Hageffen St. in Tel-Aviv. The apartment has two and a half rooms and a porch. In light of the severe housing shortage in the State of Palestine, you are ordered to evacuate your apartment within one week. In the name of Palestinian justice, we shall enable you to reside in a temporary absorption center for senior citizens and handicapped people, where you will receive a room, together with another roommate. Your present apartment will be occupied by a family with many children, that God has not allowed to benefit from a real apartment until now. It is now the aim of the populating committee to enable basic justice to be served, subsequent to the distribution of apartments in accordance with the needs of the Palestinian nation. Sincerely, Yosef Mahfuz Committee Representative Eli sat in his wheelchair, looking into the eyes of the woman, until she dropped her gaze. Then he suddenly burst out in loud rippling laughter. There was something in this raucous laughter that scared them, and the people from the Committee nervously fidgeted in their places. Even when they left the apartment, several moments later, the sound of his laughter followed them down the street. About half an hour later, his neighbor Nili entered the apartment, read the letter, and heard the story from him. Eli was still wiping the tears from his eyes but Nili was completely serious and asked Eli where he thought he would go. Eli grasped his hands and with a bitter smile looked upwards, to the heavens.
